Somebody tell me how to kick the "there is nothing going on so all my inspiration has completely fled me" syndrome!!!

Why is it that when I have time to draw/write, I just can't, and when I can't draw/write because I have to study/work/whatever, all my inspiration kicks in?

AUGH!
